How does snow clearing work for a housing cooperative?

The cooperative signs a winter contract that sets out which surfaces are to be cleared, at what snow depth we turn out and how quickly entrances, paths and garage entrances must be passable. What is the board responsible for in winter?

The housing cooperative (BRF) is the property owner and is responsible for all land the cooperative owns or manages: courtyards, paths, entrances, steps, garage entrances, car parks, refuse rooms, bicycle rooms and fire access roads. In many municipalities in Stockholm County the cooperative is also responsible for the pavement along the property, under the municipality's local regulations. Snow and icicles on roofs must be removed without undue delay under the Swedish Public Order Act.

If someone slips and is injured, the cooperative can be held liable for damages unless it can show that the surfaces were maintained reasonably. That is why the documentation is as important as the shovelling itself.

What is included in a winter contract for a housing cooperative?

The contract is tailored to your courtyard at a free site visit. A typical arrangement includes:

  • Snow clearing of courtyards, paths, entrances, steps, garage entrances and car parks
  • Automatic call-out at the agreed snow depth, with early morning shifts before the working day
  • Gritting and de-icing with sand, grit or salt – also during freezing rain without snowfall
  • Priority surfaces first: entrances, fire access roads, the refuse lorry's route and steps

How quickly is the courtyard cleared after a snowfall?

The call-out time is set in the contract. Most commonly, entrances, paths and garage entrances are cleared and gritted within a few hours after the snowfall has eased, with larger surfaces such as car parks taken in a second round. Cooperatives with many residents who commute early can choose to have the courtyard always ready before seven o'clock.

How the cooperative gets started

Can the cooperative sign a contract in the middle of winter?

Yes. Many cooperatives get in touch after the first heavy snowfall. After a site visit, snow clearing can start within a few days.

How does the board know you have been on site?

After every visit your contact person receives a report with the time, the work carried out and photos. The reports are kept and can be used if questions of liability arise.

Does the RUT deduction apply to the cooperative?

No. The RUT deduction applies to private individuals for work on their own home. Cooperatives and property companies are invoiced as business customers with VAT.

Do you also clear the pavement outside the property?

Yes, if the municipality's regulations place the responsibility on the property owner we include the pavement in the contract, including gritting.

What happens to the snow in a small courtyard?

We place the snow where it does the least harm. When the space runs out we transport the snow to an approved or designated snow dump and handle any tipping fees according to the applicable terms, so that parking spaces and paths are not blocked.
